Schemes

Improved transport connectivity is key to delivering the economic growth aspirations for the Solent area. The Transport Delivery Plan (TDP), which was published in 2013, identifies and prioritises transport schemes and interventions needed across Solent to support growth until 2026.

Since the TDP was published, significant transport investment has been secured for the Solent area. Solent Local Enterprise Partnership (LEP) has secured investment for a number of transport schemes on Solent’s transport network, through Local Growth Deal funding from Government. Examples include public transport interchange improvements at The Hard (Portsmouth) and Station Quarter North (Southampton), modernisation of the Cowes Floating Bridge, and the Stubbington bypass in Fareham/Gosport.

Highways England are delivering numerous strategic highway enhancements across the Solent as part of Government’s Roads Investment Strategy Period 1 (RIS1) programme.   £15 billion is being spent nationally between 2015 and 2021, with over £700m allocated for major schemes locally including M27 junction 5 to 11 and M3 junction 9 to 14 Smart Motorway schemes,   M27 Southampton Junctions scheme (M27 Junction 8 towards Southampton city centre), and M3 Junction 9/ A34 major improvement scheme.

There are numerous complimentary schemes on the local road network being developed or delivered by the Local Highway Authorities which form Solent Transport, funded from various sources. Examples include access to Fareham and Gosport (Newgate Lane corridor and Stubbington Bypass), access to Whiteley / North Whiteley, Botley Bypass , and public transport improvements such as the Eclipse Busway Phase 1B (southern extension to Rowner Road)

Looking forward, plans are in place to secure further transport investment for the Solent area. The Solent LEP has outlined its future priorities for transport investment to support jobs and housing growth in it’s Strategic Transport Investment Plan. In addition, Network Rail’s Wessex Route Study proposes major medium to longer term investment on the South Western Mainline between Southampton and London, and Highways England are currently developing their investment plan for 2021 to 2026.
